Should language like this warrant a time ban?

This was a guy in pre game chat talking to someone in queue who was in his last game. I reported that to Riot because i felt that someone like that should not be allowed to be playing until he has his shit under control.

I got the standard lines back from Riot "We will investigate your report and take any actions we feel are necessary. Please keep in mind; we cannot disclose any disciplinary actions that may be taken due to privacy reasons" and more of their copy pasta bullshit.

Then i looked at this summoners profile. He is still playing. I dont know if he got a chat res, but he did not get a time ban. Looks like "fucking bronze pieces of shit %%%got %%%%%%s" isn't too strong language in League after all!

apparently the forums think that "%%%got and %%%%%%" are words too strong to display! interesting!!! just to clear that up, one is a slur about homosexuals, the other about Negroes.

Yeah, there's no point in sending in a ticket. They don't do anything. If he talks like that in most of his games, he will eventually get a ban though.

Bans dont happen right away or even on the first incident typically. Normally after 3 or 4 games of being reported the user's case will be sent the the tribunal. However the more people that report these things the faster they will be banned. He might of just of had a bad day or bad game, that being said his case could be in the tribunal as we speak and just be waiting on getting judged.

You do realize there are millions of people playing this game right? Do you honestly expect Riot is going to ban every asshole within a couple minutes?
