Let us be able to report in champ select and on the home screen
For those situations for toxic players who are deliberately trolling and we are forced to deal with them anyways.

Yes. This has been asked for a lot.
Riot has claimed they are working on a way to report for negative communications in champ select.
They will most likely not implement any other reports in champion select. Considering it is permitted to ban/pick whatever champions/spells/etc a person desires, it is literally impossible to "troll" in champion select. They may pick something woefully off meta, but they cannot troll until the actual game starts.
Again, toxic communications are punishable regardless of it pre, in, or post game. Riot's working on a report feature for that from my memory.
