AFKs can just sit in base and just move once in a while to avoid the leaverbuster.
I've had more than 5 AFKs in the past 2 days in my games and only 1 of them showed up with the red AFK buster mark after the game is over.

However, Leaverbuster is capable of marking players as AFK even if they don't physically disconnect from the game, and if they do it frequently enough, they do get punished. I don't know exactly what conditions it does look at, but I do know that it can detect players that are simply sitting/walking around in base.

I had 2 AFK quitters who decided to sit in base and move around in one game and they both didn't get the red AFK buster name tag at the end of the game. That's the most recent example, but I have seen hundreds of other AFKs not be tagged.
And the fact that they were spamming surrender votes while moving might also be the reason why they weren't tagged as AFK. I don't know, but I've known many AFKS to not be tagged. And when I check their match history it doesn't say "Leave".
KVbqbFsC8e1 votesActually AFKing games won't give you a "leave" tag in the match history. The only time the Leaverbuster won't tag people moving around in the base as AFK, is if they do it for the last few minutes of the game.
Morality Coach1 votesI got a leaver buster warning for doing that when I first came back to LoL in Season 5, moved every 5 seconds or so. I didn't know you couldn't afk anymore.
Ada Wong1 votesTo avoid auto leave buster you just move around, kill and gain xp once in awhile afk intnetionally 50 seconds at a time only to throw ur team dont get banned.
