how do reports actually work?

i've heard a few things about how the report system works and i know that false reports are filtered out pretty well.

one thing that i've heard someone say is that if you report someone and the system flags it as being false, your reports will start to count for less. this is so that toxic people don't spam reports and try to get everyone punished but themselves.

but what if an honest player get flagged as a false reporter?

hypothetical scenerios, using champ names for the sake of convenience.

GAME 1: akali top, snowballs herself and gets pretty fed, rest of the lanes aren't doing so well. every time someone on my team makes a mistake, she spams the chat with question marks.

i report her for unsportsmanlike conduct. i don't consider this toxic and neither does riot, so i am flagged as a false reporter

GAME 2: zed pushes mid all game, starts getting ganked, caught out, and doing pretty badly. i tell him i can't gank if he's always overextended. he tells me to kill myself.

i report him for verbal abuse.

what happens if someone that's flagged as a false reporter has to report a really toxic person? does that not count? do they get away with it?

you can never get to "0 influence" meaning your reports will always count. if you just made 100 false reports but your 101st report is against someone who is really toxic it will count. this guy will get punished.

tbh i dont really know what "lower report weight" does because like i said you can never hit 0. your reports will always count, when you report someone who is toxic. also if you start to make "good reports" your report weight goes up again

Most your reports would need to be consistently false reports. One or two won't hurt you. If someone consistently false reports, their report alone will not have the game sent to Riot, even if the person is toxic. I imagine they can improve their report score though.

The truth is no one really knows how the reporting system works outside of probably a handful of people at Riot. We don't know what their system looks for or how it verify's reports.

What we do know is there is a reporting system. That some people are punished, but a majority of bad behavior is excused by Riot. That is all we know for certain. The rest is speculation.
