Huge difference between having a connection issue and intentionally screwing over your team.

There's already several options:
-Unsportsmanlike Conduct: (Counts as Griefing) -Leaving the game/AFK (No further explanation needed)
You don't report for DC'ing if it is not intentional. People just report AFK regardless of what happens because they're pissed at wasting a few minutes.
Every 2 games? Hahaha. I don't have nearly that many AFKs in my games. And remember, statistically AFKs are on the other team 5/9 of the time (assuming you are never AFK).
