why do we need honor level 2 for ranked rewards?

The point of having Honor Level 2 being a prerequisite for End of Season rewards is that, if you're playing in a competitive environment, you're expected to be sportsmanlike. Having baseline Honor is far from unattainable, and it does serve the same purpose as the old disqualification from Ranked rewards - which was essentially just having an active punishment at a cutoff date.
With the eligibility being tied to Honor Level rather than punishment timing, it makes it more fair in general (since it's not as arbitrary as being disqualified for having an active punishment at a specific date), and it gives people a reason to display sportsmanlike behavior - and more reason to avoid unsportsmanlike behavior.
Because ranked isn't stressful enough.
You can probably make honor 2 again if that only put you to honor 1, just play the game , be friendly, make everyone on your team feel like they are having a good time
And don't make mistakes when trying to honor fast (My biggest mistake is being friendly to the enemy team when I should be focusing on being friendly to my team, even if my teammates are being rude and I shouldn't take their side.)
I think that it's a way to get people with their first chat restrictions to reform.
before this, there was really no reason to change until after you got a 2 week ban. who cares about chat restrictions, seriously?

Because every player, even if you only play casually, will reach Honor level 2. There is no way you don't. The only way how you don't get to Lv2 is if you're toxic, trolling, or for another reason get punished and set back to Lv0. And lets be honest: if you're that toxic that Riot had to punish you, you don't deserve any rewards. Why would Riot reward you for being toxic? That would be very counter intuitive.
Just further incentive to follow the rules.
