It would be a relatively inexpensive and effective way of rooting out big mmr boosting companies and thieir misery making fake feeder accounts and bots, yes it's not just smurf skillz, please.
Now, listen, this is how it would work. You get minimum wage people, this could be interns or something, but unlike the mods of these boards they need to have some knowledge of the game.
Then you send them out to different starbucks around town and/or get some non-obvious proxies. Their job is to act like desperate players seeking boosting services. A honey trap if you will. If someone takes the bait and logs into the account to boost them you start tracking this guy and the people he plays with.
At the end of the day your agents will submit reports in excel or google sheets with the names of potential enemy combatants to be eliminated.
