Okay so I blurred out the names of both the people I was reporting ad Riot employee who handled the ticket but here is some context.
I was in an ARAM game and got bugsplatted at the loading screen, i quickly restarted LOL and made it back into the match before first blood was given or even a turret was damaged. However, for a Yi, Malz and Pantheon who all three were premade, this was not fast enough and i was promptly told by all three all game that I should kill myself and my family should be viciously murdered. All game thay described very horrible things that they wanted done to me and my loved ones, and though i could have muted them I wanted to gather evidence as screenshots for the support ticket so I let them continue.
When they told me to kill myself and what not they were very smart with how they did it, often jumbling their words to hide it from the auto detect system.
An Example: "Hey garen, read the caps of this word only. asdfKasdfYasdfS" or another example from Malz: "Hey Garen pleasedousafavorandkillyourselfandyourfamilykthx." and it just went on all game.
Now I'm not an easy person to tilt and to my credit i didn;t say anything back to them all game but i was pretty shooken up because of just how abusive this premade was, i knew the auto detect system was not going to get them so i took screenies and reported it via ticket. The ticket handler, though nice, didn't seem to take my ticket seriously and told me to just leave it be and wait for the in-game system to get them.

After i made this ticket I checked every day the names of the people I reported to see if they were still playing and to no ones surprise, yes they were, every day in their match history thay had a new game played, so these players were never punished for what they did.
I learned a harsh and powerful lesson that day, told me directly by Riot. "As long as you can trick the Instant FeedBack System you can be as toxic as you want"
Sad but that is what I believe now.
