Someone else's actions don't excuse your own.
"Someone else did something worse" is never an excuse for bad behavior.

If you reported him, then he got a minimum 14 day ban, and a permaban if he's had previous punishment. If multiple people reported him (which is likely) then only one person gets notified that their report resulted in a punishment.
Sorry they said that to you. That does sound pretty rough, and it's disappointing when players saying that don't get immediately punished.
That being said, players are punished based on severity and frequency, as were you. This player might not have been punished with your report, but if he were truly as bad as you say, he'll be punished soon enough.
