Is it reportable to switch accounts with a friend mid game?

Not sure what dug up this memory. It must have happened a year or 2 ago. A Rengar and Fiora (iirc it was Fiora) on my team both said they would be right back in a few and not to FF. They did come back except they were logged in on each others accounts and openly admitting it in game. Was this reportable? I laugh about it now but could these 2 actually be banned for doing it?

Yes, it's reportable, though riot usually punishes for more serious offenses than playing 20 minutes on someone else's account. But chances are they are doing more of it and consistently, so yeah, illegal, reportable and against TOS.
