Then the innocent household who is reassigned their old IP later will find themselves banned from League for no reason at all.

IP bans are a dated method.
Chermorg3 votesWell, it may be a false assumption, but I'd assume that most bot-operators are not running their bots from PC cafes. It'd be prohibitively expensive.
But yes, that is another valid reason IP bans of players don't work :)
