Refund LP for someone running it down.

Title says it all, LP should be refunded when a teammate is straight up inting. Yes I know players have bad games but when someone is straight up running into the enemy base or running into enemy champs and standing letting them kill them, that's not the teams fault nor do they deserve to be punished for it(losing LP). A punishment to the offending player is not enough. They just make a new account or buy one and run it down again.
