Enemy team reports should only scan the all chat and after game chat

There is no reason that an enemy report should scan the pre-game and in game team chat, because the enemy didn't see those at all, and the report should only be based on their all chat and after game chat. Having enemy teams report a player for something light they did (typing gg ez), only for them to be handed a more severe punishment for something they typed in team chat that was meant as a joke.

Okay. I mean, I dont think its that important, but I wouldnt argue against it. If they wanna do it that way, fine. Doesnt really break anything, doesnt skirt the system, I dont see a problem with it.
