@Riot, are you more lenient to players if it's a normal game?

I play a lot of normal game. I dislike Ranked because I don't prefer to play one same champion for the sake of winning. I don't take games very seriously but I do try to win, play good, and of course... NOT TROLL

So why is it that when I run into OBVIOUS trolls. Players, whom are out to feed. I'm not calling players out. I had a game today (5/13) where a Leblanc got upset that I got the first two kills on her , she proceeded to admit that she will feed me (and my team) all game. She ends up buying zeal, boots, and proceeds to run down the lane for the duration of the game, dying over 14 times in a space of 20 minutes. She used hate speech, was obviously trolling, intentionally feeding, and ruined the game. I'm pretty sure everyone ended up reporting her. Why is it that this person gets away with things like this?

Are you more lenient to people because it's a normal game? I get players can feed. Look at my recent game with Aatrox (1/12/2).

No, this is not the first game. I had a Darius a last week who DIED OVER 20 times (0/20/1) in 20 minutes. Same story. He got upset at 45 seconds at Tryndamere and decided to troll. Cursed, used hate speech, admitted he was trolling and that this intention was to ruin the game. Here I thought, okay, he may get a ban or something. Without a doubt, that player is still playing with no punishment,

So Riot, why? I see post here with people complaining and getting banned for saying a few things that are clearly negative. yet, when someone does it so severely, nothing happens? my only guess is that you give players a pass on normals.
