I just got out of a game where my jungler basically did this:

Then he pinged his E and R. Obviously this isn't going to get caught by the IFS because he used a way to get around it, but I was just wondering if this was punishable? If you submit a support ticket and end up having them manually review it and also providing a screenshot of it happening.
Yes, it is certainly punishable, especially due to them trying to circumvent the system.
They think they're clever. Help Riot reassure them that they're not.
Couple of my friends and I saw a teammate do a similar thing and he ended up getting punished after we submitted a ticket. I think trying to circumvent the system makes it even worse tbh
I have no idea, but go ahead and try submitting support ticket anyways. If the rioter has any common sense it should be dealt with.
Context never matters. I was helping a friend level up and we were being a little obnoxious. we did this just to be annoying before the minions spawned. 1:T 2:H 1:E 2:K 1:E 2:Y 1:I 2:S 1:N 2:O 1:T 2:I 1:N 2:T 1:H 2:E etc etc etc. you know being general idiots but nothing to bad, i thought.
He got a 2 week ban at level 8 >.< I am sure you can see why.
