So why was Shaclone suspended while TheRainman got permanent ban?

So recently Shaclone got caught on stream intentional feeding and was instantly suspended but what I want to know is why was he not permanently banned like TRM (TheRainman)? TRM was caught on stream intentional feeding and got permanent banned on 3 of his account because of 1 account int feeding, so why was that not accountable here for Shaclone?

Yes I know TRM is un permanent ban but still he had to go ask a Rioter for forgiveness and they did unban him but wtf? I thought once they get permanent ban they stay there, not have good connection and get unban.

I am not a fanboy or care about streamers but I think this is B.S that shaclone intentionally fed but got off with a 14 day suspension like a slap on the hand while TRM got permanent ban to the point where he had to contact a Rioter which i bet he had old connection to in his pro days and ask to get unban, Wasn't Riot rule state that once Permanent ban they can never be reverted?

Or does this not count for pro players because they have well known connection? Also if I post intentional feeders on redditz with proof like these 2 got posted for will a Rioter instant ban them? Since it looks like Riot are making a example out of streamer instantly rather then any other ordinary intentional feeding player.
