Serious issues in 3v3, reportable or not?

I've seen 3v3 ranked team names and tags that would make a KKK Neo-Nazi blush, but reporting those names has accomplished nothing. How do I know? Because I see the same teams over and over with the exact same names over the course of weeks.

These team names have some really disgusting content/implications, like raping children, incest, lynching, gay-bashing, and plain old slurs. Or maybe Riot endorses summoners with names like Daddys Little Whore playing on teams names Daddy's Splooge. It could be that. In cases like that we report summoner name and add a note about team name.

Another perpetual issue is teams who refuse to attack the nexus. Since 3v3 apparently matchmakes based on team rank, not average team member MMR, my two friends and I (a B5, B1, and S4) periodically face players in Plat, Diamond, and even one Challenger. As expected, 90% of those games result in us getting stomped, and the enemy team refusing to do any non-minion damage to the nexus (and sometimes inhibs).

A game can be over by 15 minutes, and the enemy team will stand in our base doing nothing but watching minions, spamming emotes, and obliterating us if we leave base. In cases like that we report for unsportsmanlike conduct.

EDIT: http://matchhistory.na.leagueoflegends.com/en/#match-details/NA1/2077042323/228351900?tab=builds&participant=6

There's an example of a game I'm talking about. Lasted almost an hour and 20 minutes. Look at the player build paths. Look at the tower counts. And then look at who "won." People like this surrender to tank their MMR and continue to troll lowbies over and over and over again. Nothing happens to them.

In any case, NOTHING EVER HAPPENS. We see the same people time and again with their bad manners and repulsive names, teams, and now club names. I don't understand this. Actual bad behavior goes unpunished. Words get punished, but only in the chat box and not on team names?

Is this a tech limitation or is it just not actionable?

You can still report a summoner name. I do it whenever I find a name that I know is inappropriate.

I can't speak to anything in your post except reporting for summoner names. When the tribunal was still active anyone who was reported for an inappropriate name had the comment field of the report box removed and replaced the the name in question. Assuming it still works that way, when you report people for an inappropriate name and include a message about the team name too that message would be lost in the system rather than read by anyone.
