Where can I submit a greavance ticket about a player?
I've taken a screen shot but will not post it in accordance to AUP guidelines.

Click SUPPORT at the top of the screen, follow the links to file a report from there.
The ideal way to do it is in the end game screen; you can click on the litlle ! icon next to the summoner's name to report them. If you couldn't do this for whatever reason, then you are stuck following this zSkeletoRz's bidding. You can trust him though, he is correct and has hardly ever eaten anyone's soul in the past few days.
