Where can I submit a greavance ticket about a player?

Click SUPPORT at the top of the screen, follow the links to file a report from there.

The ideal way to do it is in the end game screen; you can click on the litlle ! icon next to the summoner's name to report them. If you couldn't do this for whatever reason, then you are stuck following this zSkeletoRz's bidding. You can trust him though, he is correct and has hardly ever eaten anyone's soul in the past few days.

Oh I did but then he decided to friend request me to flame me even further. So I'm taking my report one step further.

Well I looked through all the support stuff and even the entire page of "reporting players" but there is no added page to do an extended report like the one I am looking for. Which is a shame.

I go through the general tab. Think of it as a call center, if you happen to send your ticket to the wrong department, they will forward it along to the correct one.

Simply reporting people with the end game report system does not stop trolls or post game harassment. Feel free to use Riot Support when ever you feel necessary.
