They flip out whenever someone gets mad ingame but do nothing towards trolls.
my jungler in my S4 promos got pissed off because i pinged excessively for a gank - so she ran down my lane twice and afked. Do something about trolls, riot. If they're too much to keep track of, hire more moderators. This game is become unfun.
They do punish inters, you just don't often see the "someone has been punished" notification as many of the true trolling cases are currently punished through manual review.
The automated system can catch the really easy cases, but it really isn't as easy to program as you think. Especially with all the "bad game" data they get for people falsely reporting others for trolling but in truth they were just out played.
According to what I can determine of your logic, they do nothing about people who flip out and get mad in game. Riot does nothing towards anyone with punishments because I personally have not seen it.
The problem is that the technology to catch inters reliably doesn't exist, and can't just be invented.
The solution they are using now will take a very long time to get working reliably, but eventually it will get there.
