Most likely because Swain and Karthus had stuff in their kit that synergized too well with their kit. Swain with Beatrice, his own version of Malzahar's "disease" ability and his ult. And Karthus with his E, Ult and Q.
Same thing with Kayle and the old, on-hit damage Fervor. CoC only provides Riven with a bit more survivability while sacrificing damage she could be gaining from TLD or Fervor. Come 7.2, Riven will most definitely stop using CoC, if its nerfs, which are extreme but serve as a guide and are well deserved, go through to live.
Plus, Riven isn´t problematic. She's not the kind of champion any bonobo, boosted or not, can play and do well. The reason there are complaints about her, often attributed to the fact there are 3 Riven mains in the Top 10, or were, i dunno how that area is nowadays, is because once mastered, she has a lot of potential. More than Yasuo, Lee Sin and other high skill cap and skill ceiling champions combined even.
However, i only wish them to fix the CC cancelling. Other than that, Riven can stay the way she is.
