My guess is they are going to put up Nurf mode for one day on april 1st, then the next day swap it out for URF mode without any notification. And then they act as if Nurf mode never existed and make us think it was something we were imagining.
Sounds like something the more trollish rioters would pull off.
It's likely just a joke. Riot knows that no one would want to play that mode.

Lol what if it is required u played Five games of NURF to unlock URF? would u sit thru hours of torture just for your beloved URF?
I predict Nasus will be both boring and OP, at least relative to most other champions. Katarina will probably be ridiculous too, what with no costs to double and resetting her cooldowns and teleporting around anyway.
I don't think Junglers will be a thing at all though, with tripled cooldowns and AA delay I just don't think there's any champion that could even clear a single camp without help at level 2.

If memory serves, Awesome Buff of Awesomely Awesome Buffing strings went up on the PBE in the last few weeks, which would mean the NURF string is in addition to that, not instead of. I do like the idea that @Maximum Zilean posted below, though. That would be a good April Fool's.
if they make a new urf they should just do it on the abbis that way its still fast but u dont have a choice of who u get
