That has been in spectator mode for years, you can check by just rewatching old league games on youtube when people buy it does that

Checked some old spectator games and they don't have this. I have never seen it before myself and I definitely would have due to how visible it is. This is relatively new; item purchases merely appeared in their slots and did not "flash" and pop up.

Maybe it was just a specific tournment like iem or something but I swear that I had seen it a long time ago. If i find a video with it ill post it on here

Actually, this is a fairly new concept. Yes, you've always been able to see the items people purchase when you're in spectator mode, but what's new is the items "pop up" as soon as the summoner buys it. They implemented this only a few patches ago (I don't remember which one specifically).
