Because when something goes wrong people need someone or something to blame that isn't themselves. And the highest relevant authority is always to blame in the eyes of mob mentality. And when said mob mentality posts crop up Reds don't (and imho shouldn't) respond to them because they'll just be attacked anyway, and the resulting silence is taken as lack of interest in the issue, which then spirals down until the problem is actually fixed and the mob breaks up because their banner (i.e. server lag) has disappeared.
I'm not saying there aren't competent people actually respectfully requesting information regarding to said problems, estimates of when it'll be repaired and statements of discontent (because saying you're not satisfied with a service is critical to good business), but people are very prone to be caught up in the mob and quickly go from "We're not happy with the service!" to "Why does this always happen!" (quickly forgetting anytime they've been content) to finally "Why you do this Rito!"
