i dont know i usually only saw around 30 before it was closed before but i usually played a game or did something else in the time it was closed so i just know its over 30

It's hard to find them since they can never be near the top of the Hot or Best sorting (unless a Rioter commented), but this one is almost -60 and still there.

Pretty sure the ones you see deleted were due to their content being against forum guidelines and were eventually reported. Reports flag them to moderators. Unpopular threads still have the right to be there as long as they don't break the rules, so I seriously doubt downvote count is a factor.
