Im a rammus main and i own all the skins aside from king rammus and i really want it. is the only way to get it through random chance like the mystery gifting and the hextech crafting systems or will there ever be a time when it will be on sale? like i know sometimes legacy skins go on sale, i wasnt sure if there is ever going to be a case where i can purchase the skin

King Rammus was awarded to players who participated in Closed Beta, and is actually a limited skin, not legacy. There is currently no way to obtain this skin, not even through Mystery Gifting or via Hextech Crafting. At this time, we do not have have plans to make this skin available.

Championship (aside from Riven) and Challenger skins are legacy, so they will make periodic appearances back in the shop - usually around esports or start/end of a season.
In regards to limited, there aren't plans to bring those back. As for Victorious, they're considered achievement rewards (kind of like a trophy) for a particular season, which is why they aren't brought back/made available again after that season is over.
