is this a honor ribbon? does it mean he is max mastery? i thought riot said nobody would see the mastery level.

Yep, that means that that player has rank 5 in Champ mastery with Ezreal. And it is only visible to you because you're on the same team (same with the emote).

what emote? i saw that but dont get what they meant...did they add a new emote for all roles? is it just the emblem shows up? what is it exactly

The emote that you get once you hit rank 4-5 with a champion has a special emote you can show off I believe if you press ctr-5, or something like that. It's nothing too special side from the rank crest.

Max mastery. Also, a good Ezreal is extremely hard to find these days, consider yourself lucky.

Mastery doesn't mean that a person is good with the champ. It just means they like to play as them.
