As someone with 12 fully crafted Keys sitting around, can the Honor Capsules give something besides additional key fragments? Or do it intelligently, so if you're short keys it gives key fragments but if you're down chests it gives 1 chest?

True gamers try variety out, lazies who constantly only 'one trick' the top meta picks or 'always overpowered picks' just continue to stay 'lazies'.
This is why i liked it when hextech came out because even to this day with my owning of around 45 champions, i still enjoy it because it encourages me to think of very unpredictable ways to play a champion in role people least expect.

This is from the FAQ:
The minimum loot in an Honor Capsule is two key fragments. There's a chance to get more key fragments, and there's a high rate of champ shards, too. At the top end, there's a rare shot at the Honor-exclusive skins, Medieval Twitch and Grey Warwick. If you nab the skins, they unlock for free, and you'll get the champ if you don't already own them.
I have 4 chests and no keys so I'm good lol
No idea how people don't have chests.
I get an S- or better every other game lmfao.
Just dont OTP and chests come easy as fuck
