that skin isn't legendary is it?

I think you're confused with legacy....the legacy sale is something different and workshop shaco is not a legendary skin.

Oh thanks. The post about snowballing was linked to the legacy list for some reason so I got confused xD. So none of the skins on the legacy page are legendary and wont trigger a snowball?

There are legacy skins that are legendary. But they aren't in the shop at the moment. Zombie Brand, Magnificent Twisted Fate, Annie in Wonderland, Ice-toboggan Corki... etc etc. If you get a legendary legacy from mystery gift it will cause the snowball. But its because its legendary, not legacy ;)

I read recently the legacy legendary skins that will be on sale for 1 day like Annie in Wonderland, Firefighter Trist, Magnificent TF etc. DO count towards receiving a free mystery skin. But you can tell because their sale price will be in the 900 RP range.
