Are we seriously lowering the CD on Ekko's Phase dive?
Lets give one of the most mobile champions in the game more mobility. Genius.

Well did you read the patch notes...?
It's not for his mobility, it's for his DPS. Apparently his tank off-build is out-shining his intended role. Even the statistics (the ban rate is gradually lowering, but it's still pretty high) don't look so great on him.
I wouldn't be surprised if they eventually give up on the mid lane and just balance him to be a jungler.
