What is wrong with the new servers?

Is anyone else having an issue with ping on the new servers? 80% of the time my game is perfectly fine with about 32 ping, but the other 20% I get about 85 ping? It's completely consistent throughout the game and seems to happen more often with custom games. My internet is completely fine and my pc is plugged into an ethernet cord. Do the old servers still regulate some of the games when the servers have a high occupancy? Seems to me that's what is happening. Really annoying because I had transferred to LAN in order to get better ping, but now when I come back some of my games have the same annoyingly high ping. Riot should really just make seperate east and west coast servers. There are more than enough players to support 2 servers if fucking LAN is completely deserted and still gets 2 servers.
