[Rework] Garen and Darius

Garen doesn't need a rework, and neither does Darius. What could you possibly do to them? What have they done to the game that's so awful? An amazing champion from Demacia, kind of has to be strong. His Noxian counter-part has to be equally as strong. I don't understand these changes. I'm glad that Darius has been stalled, but 90% complete is 91% too far. I haven't been able to find a good explanation as to why they're being nerfed other than "we were young and reckless." If that's trully the case, then rename B.F. Sword to Xenchi's Broadsword. The game is suppose to be fun! This game is going more and more into complex mechanics and longer game times. League is just getting boring to me, and Bard is the prime example of it.
