I feel like there are still a lot of trolls out there, and I want some satisfaction in reporting them. What good does it do if, for all I know, they still lurk out there. I want to know when I've made a difference

Yeah or just a little more emphasis on tribunal I haven't seen anything about the tribunal in ages. Hell I don't even know if there still is one.

I've heard talk about this. It's mostly been Lyte discussing ideas that are being bounced around - benefits and flaws of hypothetical systems, that sort of thing. Which indicates to me that it's something they're brainstorming and debating internally.
It may never become a thing, but I find it nice to know that they're at least thinking about it.
And who knows, maybe tie something like that into the new Tribunal.

Thugs and @ssholes do it ? It least they brag that they call people that IRL. I doubt it though, if it's any consolation they won't do it for long after they meet the 'right' wrong person.
Riot in No way supports Toxic behavior I don't even know why anyone says that. They specifically try to get rid of it. And here's the thing, without Lyte there would be more permanent bans. He's the one who believes in giving a chance to reform. At first when I read about it I believed him wrong on that account. Now, I have actually looked up and listened to his and other Riot staff about it I do believe they have a good system to work with and can make a difference.
Things can't change overnight. Once a habit is formed you must try twice as hard to brake the bad habits. This is why I think any form of Toxic behavior should be dealt with quickly, but that is just my opinion. ;)
