I know doing this is buying power, but it also destroys the market for level 30 smurfs (reducing the number of bot levelers in low level games) and allows people who want to bypass the long pre-30 grind to do so.
Idk, people probably won't like this because it's "buying power" but League has always been pay to win before level 30 anyways.

Being able to buy champs doesn't change how good you are at the game and champs are more or less balanced. So that isn't pay-to-win.
Masteries are free and you can only equip as many masteries to a page as you have levels. That's a direct impact to champ power, but you can't buy it so it's not pay-to-win.
Runes are direct power gains, but you can only equip as many to a page as you have levels and they can only be purchased with IP which can only be obtained by playing games. So that's not pay-to-win.
So I ask you, how is League pay-to-win, exactly?
It's a bad idea
Players at level 30 have only moderate game experience atm, lowering that would drastically reduce the quality of low level play and make leveling impossible for anyone who didnt start with a bought account.
No. Just no. There are so many reasons why that would be a terrible idea.
