Simple fix for the 7 (yes, seven) people who added me this week with adds to elo boosting. Lots of games have similar things, WOW doesnt let free accounts to have friends for similar reasons. Of course i do think new players should be able to play with their real life friends, so make it so that anyone can friend new accounts, but new accounts cant add people. Level 5 is a good point where real players can get to it after a short while, but its enough of a hassle that it can deter some (not all, i cant make that promise) scammers

They'll just bot until level five. Not like that isn't already a problem.

All this'll do is ensure that new players have an even worse experience since they can't even make friends(or befriend those who might have actually inspired them to start playing)...

Wouldn't really change things for the bots themselves.
