How much control does Tencent have over Riot Games? I mean, a Rioter mentioned something about Tencent breathing down their necks with the splash unification thing so i'm wondering if they can just go and tell Riot what to do in their own interests regardless of whether they want do do so or not?

They control EVERYTHING. Let me put it to you this way if you owned a company wouldn't you be in total control or have final say to everything?
