Just not declaring isnt the solution because you will often end up in the same game. I played with this blitz and didnt help the team a few times so he calls me a troll reports me. I main teemo jg so we end up in next game, he calls me a troll and bans teemo from me. Someone dodges and he bans it from me again

The short answer, no.

The long answer, while Teemo jungle is certainly "off meta" and could be considered trolly, that shouldn't be a deterrent so long as you win your lane/jungle/do pretty well. WITH THAT BEING SAID! Taking away someone's choice to ban a champion is not a good thing. Maybe, just maybe, they don't want to ban your champion because they don't want you playing it, but because they don't want the other team picking it. For example:

I was in a game, and was about third down on the choosing order, so either way, I couldn't get a first pick. I had Vayne queued (Volibear with me) and the first pick on the enemy team? Vayne. We where stomped. Now, I know Vayne isn't exactly the most ban-worthy champion, but the idea is that, say someone queues Zed and neither team ban him, the enemy might choose Zed, and because Zed is pretty OP, they have that weapon. That is my theory behind it.
