What if league had a black list that let players black list other players so that they never meet in the same game. The idea is when some one who is not reportable but you still dont want to ever see them again,like say when you find a 12 year old who acts like any 12 year old Eg:stupidly.You cant really report them for being an idiot but at the same time i never want to meet that 12 year old again and that small chance that i could makes me shiver.
I would just block every good player until there was no one but noobs left. i would be like a god.

Me and a Friend tried doing this, by keeping trolls in a shareable google docs spreadsheet so that we could manually dodge them, but it didn't work.
Riot matched me back up with the same AFK/RAGEQUIT/TOXIC blocked and reported trolls over and over again, until I got tired of dodging and waiting half an hour.
Basically, a block list would bypass the elohell system they've put in place to keep you in bronze forever and they won't allow that to happen.

It compromises the competitive integrity. People wouldn't use it like you suggest, they'd use it to avoid anyone who didn't perform as well as they'd like.
