Last Game of Promos:

spoiled last pick brat throws a tantrum because he can't have jungle, so autolocks Sivir mid, loses it quickly and trolls all game long.
While Vi Jungle types all game long to Sivir troll, to other team, to himself...
plus special bonus unskilled Lucian who seemed to be just happy to be there and wandered aimlessly

Oh and yes, both of the trolls were from my block list, which means I previously reported and blocked them. Thanks Again Riot!

Or you could just wait a few minutes between games. Take a break to cool down from getting annoyed in your last game. It'll help you play better because the loss isn't as fresh in your mind, and it'll be extremely unlikely that you'll see whoever annoyed you.

Here's the problem with a blacklist system: It screws with the matchmaking system. There would be players who start using it to 'customize' who they can be matched with.

Say Player A blocks anyone who insults him, while Player B blocks anyone they think is 'unskilled'. Player C is friendly and polite, but hasn't been playing long, so ends up on Player B's list. Player C doesn't talk in game and tends to carry, but doesn't like playing with people who think they are better than they are and don't take advice, so he blocks B. Player D is a loudmouth jerk who doesn't care who she plays with but ends up on A's list. All five are otherwise ranked similarly by their MMR.

Now, that's only five people involved in figuring out who can play with whom. Spread over the millions of players and accounts, and already long queues become a nightmare wait (especially at the very top where there are very few players to start with) as matchmaking tries to place people with similarly skilled allies and opponents while still taking each player's blacklist into account.

So don't track them. That's not your responsibility and by keeping track of what they are doing, you're letting them get under your skin (whether they know it or not.) Yeah, you might run into them down the road, but if they don't act any different, you can always report them again.
