What do I have to do the get recon and badger???

I only joined this community a few months ago, and I know this game was made a LOOOOOONNNNNNG time ago (at least a decade right?) and along with it was my main man In the earliest form of this game he had only two skins Recon Scout http://ddragon.leagueoflegends.com/cdn/img/champion/splash/Teemo_2.jpg and Badger http://ddragon.leagueoflegends.com/cdn/img/champion/splash/Teemo_3.jpg What happened to these? Unlike all the other legacy skins, These NEVER come back. Even weirder, these were his BASE SKINS! WTF RITO??? most people who DO claim to have these don't even play the game anymore! Can we get these back, But like, as chromas? I know they're just teemo's base model retextured but still!
