Where can you photoshop items onto champion splash arts?

I want to put a rabadons deathcap on Ashe for a joke thread but I have no idea where to do that. Anyone know where I can do that? Also I have no idea how to put pictures on the boards anymore because imgur is fucked up. Can anyone tell me how to do that too?

... imgur works fine, just add "?noredirect" to the end of the image url

You can use just about anything to edit the image. MS Paint works fine for what it sounds like you're trying to do.
