Summoner's Conundrum...

I'm currently in a game where my router died for like 5 seconds and then came back online. However, that was apparently enough time for the "ATTEMPTING TO RECONNECT" logo to appear at the top of my screen. My router is now online obviously, yet I'm still "ATTEMPTING TO RECONNECT" and have been for the past 5 minutes. It's clear that it's not actually trying to reconnect anymore.

I don't want to leave and reconnect because I don't want to get punished by the leaverbuster system, especially because I probably got reported by my teammates for leaving. The game is probably over by now, so this will be counted as a leave. What can I do here to leave this game safely?

You should of just left and reconnected quickly. You don't get flagged for leaver buster until a few minutes go by, you would of been perfectly fine alt+f4'ing and reconnecting.
