Find non-botting team mates

Ever since public chat room's disabled back in july, I've relied on playing with my friends for any type of duo/trio queuing experience. But now my friends are either working, having exams, or not playing LoL. I just finished my exams and this IP bonus looks too good to pass up, but friending strangers usually don't result in any parties. Can we get several public chats enabled again? Somewhere where we can find duo/party queue partners. Spammers and bots might be dealt with via automated spam filters (like a chat limit in twitch chat). I need friends! help meh
