Title the reason i'm SO SHOCKED is because I HAVE NEVER SEEN THIS NOTIFICATION IN MY LIFE FOR MY ACCOUNT. I found out when i saw a streamer get this notification. This shows that ALL of those people i've reported NEVER GOT BANNED. What is this ban system...?
You only get the notification if the player got punished immediately after the game you reported them in.
People generally aren't banned for just one or two bad games. You are therefore unlikely to see a notification.
I am not entirely sure how chat restrictions work, but I think you get given a set and then, at the end of the set, if you deserve more they give you more. You may only receive a notification if your game with them was their last chat restricted game. I don't know about this one, I am just guessing.
Riot sent out a survey asking whether people wanted to see all the notifications. Apparently, most people didn't want to see any (no source, may have misremembered) and so as a compromise Riot only tells you about reported players for the game that tipped the scales.
