What makes Hecarim a sudden viable pick as a top laner nowadays?
All I see were just mana reduction buffs on his Q, why something like -5 mana makes him a common pick as top laner instead of jungle? Especially since he appears loads of time in LCS.

He is tanky and we love that movement speed.
Top lane is the most volatile lane when it comes to who is picked. If someone becomes viable or stops being viable up there it's almost always because of other picks. Until those who do really well against Hecarim start being played again he'll have a spot up top.
