With this new update coming out for ezreals ultimate skin will all of us who owned it before this ever happened get a special treatment like a barrier on loading screen or something? like every other skin

I suspect you are thinking of the Riven update and a few other things. There are only a few groups of things that have received special treatment.
- Vaulted skins that were unvaulted (Vintage boarder)
2)Project skins
3)Championship Riven
Disclaimer: I may have missed something but, I think I got them all.
Old content that is updated doesn't seem to get a special thing unless it was unobtainable and Riot is making it available again. If that happens they want to give the original content owners something a little special. Since PF EZ isn't vaulted or limited in anyway I wouldn't get your hopes up.
