Neverending cycle of buffs and nerfs. When will it stop Riot?

Is it just me or are we in a neverending cycle of BS? This is not related to any patchnotes or current changes just something i noticed happens regularly every half a sason to a full season.

New item changes reveal that mages are to strong, and tanks are stronger then them>Tanks are OP>Nerf Tanks>ADCs are OP because tanks got nerfed massivly>Buff Assasins to counterbalance ADCs being OP>Mages get out of control because they stay safe from assasins and have safer lanes and utility which is usefull even when behind> Buff hardcore go-in-deep bruiser champions to act as a counter balance> Meta is in mess and only 3% of champion pool is playable>Nerf several champions at once, while buffing others>Competative play reveals tanks are OP again for their CC and usefull reliable dmg> Nerf tanks....

This is imo what has been happening since s3 and maybe s2. With a few exceptions(mostly some supports and junglers, as well as some full VGU and reworks). Is Riot doing this to keep the game fresh or are they actualy unable to balance the game after so many years???

There's no such thing as true balance, so constantly teetering around it is the right option

While i agree there is no such thing as true balance, having champion A have 44% winrate and 0.3% pickrate and champion B 54% winrate and 20% pickrate doesnt sound like teetering to me. That sounds like messing up and failing big time.

Edit1 :Then after they fail they just bump up the champion onto Full VGU train after they decide they have been messing him up to much. Or in case they are the "priviliged" group make sure champion's numbers are good enough he feels playable.

Edit2:Also I feel like fluctuation between bronze to challenger winrates on some champions are like night and day. They could essentialy make a line where they say ok, from here on we have a different set of rules. For example i see no point nerfing Lee Sin or Ivern in bronze, but they are in dire need of a nerf in Diamond + I think this would actualy help them balance the game and clean the mess that always keep making.
