According to Reddit (which it probably no better of a source), it's likely on hold until she gets a VU, which, since she's not getting a VU for a while IIRC, yea...
I don't know if this is the reason; they didn't hold the Tristana splash update, and Trist probably received a more drastic VU than what Irelia has in store. So yea, no idea
