@Riot, is there a way for you to see champion win rates based on IRL location?

Because I have a hypothesis about the newest champion, Yasuo.

Given that his cooldowns grow extremely low over the course of the game (his E is 0.5 seconds at level 1 and eventually reaches 0.1 seconds, his Q can get as low as 1-2 seconds late game), and at least the dash requires some level of fast decision making, I predict that East Coast players will have much more trouble playing Yasuo then West Coast players.

This is because Yasuo's cooldowns are so low that it essentially REQUIRES a low ping to play him properly. The average human reaction time for visual stimuli is 190 milliseconds, which means that for an average League of Legends player 40% of their time to cast E again is consumed just realizing that E went off the first time. During the 310 MS that remains, they have to decide who they want their next E target to be (if they use it again at all!), wait for the ability to come off cooldown, and then press E.

The problem comes with the ping. With Yasuo's E reaching an 0.1 second cooldown late game, players on the East Coast with high pings (I live in the midwest and I get 110 routinely) will be unable to play the champion optimally. They are losing out on a massive amount of mobility and some opportunity to do damage because late game their ping is literally higher then the cooldown of the ability, cutting the number of opportunities they have to use it in half.

One way to solve this would be allowing players to queue up multiple E casts, assuming that they are not silenced, stunned, or rooted in between casts. Another would be to implement an East Coast US server, though this requires much more resource investment and I understand if you'd prefer not to.

Can I please get an answer on this?

I think it would be more challenging and we can have a more excited game. I know ur question "Yasuo's cooldowns are so low that it essentially REQUIRES a low ping to play him properly. The average human reaction time for visual stimuli is 190 milliseconds" BUT I think it is not necessary for u to cast the spell just after the CD. You can cast it after 0.5s or more.
