So after playing Poppy on PBE it came to my attention.
Poppy has 6 skins...why are only 2 actually available year round?

2 seasonal skins which are inherently available for a limited period of time each year. 2 legacy skins which are deemed not quality enough to be in the store. The remaining 2 are just whats left.
Because Poppy's old rig was horrible for making skins. Basically the only option was recolors. She'll probably get a new skin soon(tm) after the rework is out. Hopefully.
I like my Noxus Poppy tho xD
