WITHOUT using a 3rd party client, which I'm sure as all get out that they'll start banning random people because they just used some third party program for the item set editor, but it had some other function they didn't think about and Riot will just drop the ban hammer.

That was because everyone was freaking out because it wasnt in the new, incomplete, client.
Chamuel851 votesIt's not coming back though. They will still SUPPORT item sets, but you will not be able to create itemsets in the client. Which means you should be able to do it outside of the client. HOPEFULLY they implemented it in a fashion that doesn't require 3rd party programs (which are bannable). I figured it out though. Load up a game in the old client with your updated item sets. Copy all of those RIOT_ItemSet_1.json to every other champion. I don't know what setting in the json files made the alpha work, but it's somethin.g

Keep in mind, the client is being updated, not the game itself. They are two seperate things. The game can still SUPPORT item sets because they are still creatable in the old client. But the new client isnt even finished yet, and you're saying a key, well requested feature isnt returning? That's absurd Sir
Chamuel851 votesThe thing is that they seemed to change something about the itemset json files which means that any champion you haven't loaded in a while needs to have their json files updated (either by starting a game with the legacy client or copying the json files from a champion you have played with the legacy file since I didn't exactly take the time to figure out what precisely changed). I can't find where they mentioned several times that they have no intention of bringing the itemset creator back. While you still can edit them, they said you'll need to use a 3rd party program... which scares me since Riot has an extremely vague definition on what is bannable about a 3rd party program. Which is why I was trying to figure out how to do it by myslef.
tldr; I hope that you're right and riot will come to their senses.
Chamuel851 votesNote: I've already tried just watching what changes in the json files in the Config folder and I can't determine a pattern... sometimes it downloads all new ones where it is a subset of my itemsets... sometimes it leaves all of my itemsets in the file.
